SEARCH EFFORTS

 

February 2002: Sonoma Developmental Center Search

SUBJECT: (referred to as Mr. C)

Long term resident of Sonoma Developmental Center; Mr. C was said to appear confrontational; Mr. C often only grunted-possibly would not respond to his name being called; Mr. C liked to pretend to be a police officer and would respond to attractants like a siren or police car. Mr. C may be startled and fall at passing cars; Mr. C was a trusted resident with a "pass" key to many of the local buildings.

SCENARIO:

A group of people spent the day at Via campground on the SDC property for the day. Mr. C was last seen outside the camp at approximately 1630 looking away from the camp. He did not show up for the dinner planned for 1730 hours.

 

FIRST OPERATIONAL PERIOD:

Eldridge personnel covered all of the flat land buildings and points of attraction. Resources included 2 ATVs, 2 4X4s, ~20 ground team members in 5 teams which included Eldridge fire personnel. SAR overhead arrived on scene around 1930 hours to interview the SDC police and SDC staff members. Our SAR trailer was in route and the SAR team was paged out. Approximately 18 SAR team members were on scene.

HASTY ASSIGNMENTS:
  1. We split the SDC into flatland (building) search run by the local staff and the wilderness areas by SOSAR.
  2. A hasty tracking assignment went to the PLS.
  3. Many of the trails had already been run with ATVs. SAR decided to run trails again looking for areas where Mr. C may have fallen off the main trail.
  4. One trailing dog gathered a scent article and subsequently worked the PLS.
  5. At 0200 on Thursday morning, the majority of the trails around the SDC had been covered; the creek area had one area dog team and one ground team attempting to cover it from opposite ends.
SECOND OPERATIONAL PERIOD:
  1. A group of 4 overhead people segmented the map and determined the highest probability of areas (POA).
  2. A call was placed at 0200 to the state OES requesting 40 ground personnel, 8 overhead personnel, 2 trailing dogs, 2 area dogs.
  3. We are informed that Marin, Solano, and all trailing dogs were called to a Contra Costa search for a missing 13 YO male.
  4. The majority of the teams were brought in for a break at 0500 with food at 0515 provided by the SDC.
  5. Between 0515 and 0700 4 Solano county SAR members arrive with 2 more on the way.
  6. 1 handler for CARDA arrives with an area search dog.
  7. 2 sheriff office motorcycle units arrive to assist.

THE FIND:

The last motorcycle team to arrive was given an assignment to travel to a day camp located off a private road south of the SDC. On route to his assignment the officer spotted Mr. C who had worked his way out of the SDC area and was about one-half mile from Arnold Drive. Mr. C was treated for mild hypothermia and subsequently transported to medical facilities.

WHAT HAPPENED:

Given where Mr. C was located it was suspected he spent a good portion of the night down in the creek its drainage just south of camp Via. The only partial clues identified by SAR teams were an occasional indistinguishable noise in and around the creek area. It is likely he continued on past the creek at first light.
